The guarded fining sequence
The workflow makes an invalid sequence unrepresentable: the fine notice must exist before the hearing, the hearing must sit at least 14 days after it, and a rejected fine has no path to a fine at all. A blocked step lists its reasons before you click.
Committee hearings with per-member ballots
Committee members vote their own ballot — one member cannot decide for the body — and the outcome derives from the ballots. Owners assigned to a committee see their hearings on their own dashboard.
Computed fine math
Per-day amounts and aggregate totals are computed with the statutory caps applied at the service boundary — the record cannot hold an over-cap number.
