Admin-confirmed facts, with provenance
Deadlines are computed only from facts a person confirmed β fiscal year end, certificate-of-occupancy year, jurisdiction. A rule whose fact is missing produces no date: nothing is invented.
Evidence sign-off
Completing a deadline attaches its evidence and freezes the record. Marking one not-applicable is an explicit, logged decision β not a silent disappearance.
An escalating daily digest
A scheduled digest emails what is due at 90, 60, 30 and 7 days and overdue, grouped by building, without double-sending.
